The Strategic Plan for Culture and Copyright

Following its presentation to Parliament last September, the Secretary of State for Culture has made public its Strategic Plan for 2012-2015. The Plan includes no less than 72 strategic objectives grouped into 5 categories. Only 3 of them (alas!) refer to "intellectual property."
The objectives, furthermore, remain as ambiguous as they are contradictory. For example, the Plan proposes at the same time to legally strengthen the "jurisdictional route" as a channel for the defense of intellectual property on the Internet, but also to strengthen the means and possibilities of action of the Second Section of the Intellectual Property Commission. They were? The Plan alludes to the objective of adapting the collective management model of intellectual property rights, making it more fair, equitable and promoting culture on the Internet, but it only specifies as a project to regulate the different powers of public administrations in relation to the «control» of the management entities. And the Plan finally refers to the purpose of updating the limits and exceptions to rights, proposing a new regulation that adapts the new digital reality to the balance between the protection of the author and the protection of the general interest.
Anyone could interpret from this Strategic Plan that all the Government's concern regarding intellectual property for this legislature lies, therefore, in maintaining support for the "Sinde" conflict resolution system on the Internet, in increasing control over the management entities. and in further limiting intellectual property rights. Let's hope this is an error of judgment.
