ELZABURU appears for the first time as a consulting firm in the Ministry of Science, Innovation, and Universities’ Report on Reasoned Reports, covering applications for 2024—fiscal year 2023—with a 100% approval rate for all Binding Reasoned Reports (IMV) it handled and included in the report. Notably, the firm processed the only IMV requested from Melilla throughout the entire year.

This result marks a new milestone for ELZABURU’s Innovation Financing division, established in 2023 to help companies identify and take advantage of financing instruments for their innovative projects. Over the past three years, the team has established itself as a trusted partner for companies across a wide range of sectors, supporting them in high-tech R&D&I projects and in securing tax credits with full legal certainty.

Binding Reasoned Reports are one of the main tools for providing legal certainty in the application of tax deductions for R&D&I. These reports make it possible to determine whether the activities carried out in a project qualify as research and development or technological innovation—a classification that is binding on the Tax Agency, as confirmed by the National Court in its April 24, 2026, ruling: The Tax Agency may verify the expenses but may not question the classification of projects already validated by the Ministry.

The latest report published by the Ministry also reflects the growing importance of this instrument in the financing of business innovation. In 2024, 11,085 applications were submitted and 9,355 reports were issued, corresponding to certified expenditures of 6,985.2 million euros and an estimated tax deduction of 1,168.5 million euros.

In this regard, achieving a 100% acceptance rate for the reports we handle reflects ELZABURU’s rigor and commitment to excellence and legal certainty in the application of R&D&I tax credits.
